Introduction

The history of the Kurdish struggle in Eastern Kurdistan for securing and achieving national, political, and civil rights spans more than a century. Throughout this long and enduring struggle against the central governments of Iran, many opportunities have arisen for the Kurdish national and political movement, yet these struggles — whose primary goal has always been the establishment of political sovereignty and the attainment of national rights and freedoms for all the components of Kurdistan — have not achieved that aim.

While the main reason for this failure has been geopolitical, regional, and international factors, we cannot ignore the absence of a shared discourse and strategy of joint struggle among Kurdish political forces in Eastern Kurdistan.

The history of the Kurdish political and national movement and the bitter experience of cooperation among political forces in Eastern Kurdistan — particularly following the "Jin, Jiyan, Azadî" movement and October 7, 2023, which is reshaping the face of the Middle East — have made the need for cooperation and joint work among Eastern Kurdistan's political forces, and more urgently a formal coalition, all the more pressing.

Our vision is for a coalition that advocates for the right of Kurdish political sovereignty in Iran and represents the political and national movement of Kurds in Iran; an Iran that is democratic and secular, active in diplomacy at the domestic, regional, and international levels, responsive to the wishes and political demands of Kurds and other nations. Furthermore, it should serve as a center for unity and coordination among the parties of Eastern Kurdistan regarding political issues and representation in diplomacy.

Fundamental Principles

1) The struggle is for achieving the right of self-determination for Kurds and establishing a national and democratic institution based on the political will of the people of Kurdistan. Achieving this goal requires the unity and solidarity of political parties and forces and the active participation of all components within the geographical region of Eastern Kurdistan.

2) In light of nearly five decades of Islamic Republic rule — which has marginalized every national and civil right of Kurds and suppressed them in the harshest manner — and in joint struggle with other subjugated nations of Iran, the aim is to overthrow the Islamic Republic and establish a democratic, decentralized, and secular political system in Iran that guarantees the rights of all national, religious, and ethnic components.

3) Regarding the governance system of Kurdistan, we believe in free elections, representing the will of the people, guaranteeing fundamental rights of all components, upholding universal principles of human rights, and establishing a democratic governance system in Eastern Kurdistan.

4) In addition to affirming the equal rights of women and men, we support the women's struggle in Kurdistan for gender equality and their participation in all political, social, and administrative spheres.

5) In the decision-making process, we respect diverse viewpoints and at every level rely on dialogue, mutual understanding, and consensus-building. We believe that resorting to any form of violence — especially armed violence — to resolve disagreements is condemned and prohibited.

6) We believe in utilizing all forms of legitimate resistance, including the right to self-defense, and in fostering harmony and unity among civil, political, cultural, and social activists. Close ties between political forces and civil society strengthen both the national movement and Kurdish prospects in Eastern Kurdistan.

7) At the pan-Iranian level, we support the struggle of all freedom-seeking peoples of Iran against the Islamic Republic, the dismantling of that state, and the establishment of a democratic system based on decentralization. We seek relations with pan-Iranian forces on the basis of mutual cooperation, recognition of the right of self-determination for the Kurdish nation, and the rejection of all forms of dictatorship.

Operationalizing These Principles

8) One of the coalition's tasks is to form a political and diplomatic committee to modernize the political standing of Kurds in Iran, formulate the coalition's policies, and establish connections with Iranian political parties and with the political forces of other nations, operating in diplomacy and international relations.

9) For the purpose of joint planning and unifying the fighting capability of the member parties against the Islamic Republic — and to ensure political stability during the transitional phase, including security within Kurdistan — a primary task of the coalition is to work toward forming a joint Peshmerga and guerrilla command structure.

10) Commitment to the principles of this coalition is a condition for each party's continued membership during the transitional phase toward establishing the governance of Kurdistan on the basis of the general will of the people.

11) The coalition is established primarily for freedom and liberation and to advance the joint struggle against the Islamic Republic. Following the success of the liberation struggle, a temporary governance authority shall be established whose framework is determined by decision of the coalition.

12) The interim governance authority of the coalition in Kurdistan is responsible for facilitating the participation of the civilian population in various fields and delivering services.

13) At the Kurdistan level, the interim governance of the coalition must, within a period of one year, commit to holding free and democratic elections with the participation of the public, under the supervision of parties with legitimate authority in Kurdistan, Iran, and international organizations.

14) All parties of the coalition shall be bound by the outcome of elections, and this commitment shall be formally recognized as a political, national, and patriotic obligation.

15) The coalition shall draft an internal bylaw establishing oversight mechanisms, defining each member's role in tasks and decision-making, and clarifying matters that shall serve as an appendix to this document. These shall be determined by the respective working groups following ratification.
